The Navy has a lot tools to explore "fighting a ship". The details of "what works" at this level of detail requires knowing a lot about the detailed workings of the ship, its sensors and weapons. There are not many tools that deal with aspects of "how does a fleet fight". There were none that we knew of that did this with the "capability-centric" frame we were interested in exploring. For a project aimed at encouraging innovation, the idea of pitting "fleets" against each other could be done in a more abstract way that simplified play, but still provide a tremendous range of variability in defining the competitive landscape to explore. In the commercial space there are also several tactical level games that are quite good, but only a very few operational level naval games. So we wanted to try to fill a space that was sparsely populated on both the government or commercial side.
